Policy, Regulation and Investment - A Policy Dialogue for the National Integrated Electricity Policy and Strategic Implementation Plan (NIEP-SIP)



The Africa Energy Market Place (AEMP) is the African Development Bank Group’s flagship annual forum to showcase investment opportunities within the continent’s energy sector. It serves as a nexus for stakeholders to engage in policy discourse, evaluate regulatory challenges, explore investment delivery models, and propose solutions to overcome barriers inhibiting scale up of investment. The platform convenes key players representing African governments, the private sector, and development partners to exchange insights and collaborate on targeted themes, all aimed at eliminating barriers to investments.
This can be achieved through:
- Identifying and prioritizing sector reforms that are crucial for investment attraction.
- Collaboratively work with governments to identify and expedite action on national and regional priority projects.
To date, the Bank Group has organized seven editions of the AEMP and onboarded 24 countries as members, reinforcing its convening power and standing as a key partner in energy policy dialogues in Africa.

AEMP 2024

The 8th edition of the AEMP will be held physically from May 7 – 8, 2024, at Transcorp Hilton Hotel in Abuja Nigeria with the theme “Towards Nigeria's Sustainable Energy Future: Policy, Investment, and Regulation – A Policy Dialogue for the National Integrated Electricity Policy and Strategic Implementation Plan (NIEP-SIP)”. This edition is being implemented in partnership with the Nigerian Ministry of Power and serves as a platform for policy dialogue exploring concrete policy actions for the power sector over the next five years. Ultimately, the key document that is expected to be delivered through this edition of the AEMP is the National Integrated Electricity Policy and Strategic Implementation Plan (NIEP-SIP) for the Nigerian Electricity Supply Industry (NESI).

To deliver the NIEP-SIP, the 8th Forum has been designed as a follow-up to various NESI roundtables where issues in the sector were discussed and captured, especially the Ministerial Power Sector Retreat held in December 2023. Thus, the events in this edition are structured to move the NIEP-SIP process from issue-based discussions toward agreement on policy actions and plans to move the sector forward. This will be achieved in 2 phases, starting with online technical sessions, and concluding with the second phase of the physical main event of executive panel sessions. These sessions allow all relevant stakeholders, including state governments, federal agencies, the private sector, international development organizations, regional institutions, civil society organizations, and technical partners, to contribute to achieving the NIEP-SIP. The policy directions set through the NIEP-SIP are expected to unlock investments for the NESI.
